H3O Design, formerly Edward Hart, Inc., with nearly 25 years of experience specializes in site plan engineering including paving, grading, utilities and drainage design, permitting and engineering. H3O Design has expertise in Southwest Florida Water Management District Permitting rules and criteria for stormwater management systems. We also perform permitting tasks through the Florida Department of Transportation, Florida Department of Environmental Protection, and the EPA. Throughout local municipalities & state agencies, our name is synonymous with thoroughness, integrity, and attention. We can provide land development answers in the City of Pinellas Park, City of Seminole, St. Petersburg, Clearwater, and Largo, along with Pinellas, Pasco, Hillsborough, and Sarasota Counties.
